Are you using the App on you phone?
If so, the App is really great for keeping up to date with stories by your favourite authors and for writing your own when inspiration hits but it doesn't have the full functionality of the website.
One of the features that you cant access from the App is the Settings for your Book - which is where you will find the spot to upload a cover image.
I found that the browser on my phone was formatted nicely for the small display and didn't redirect to the App if I typed in tablo.io into the address bar.

When you are writing or editing your book there is an 'Edit Details' button top right (next to the Help button). From there you can upload a file.
