Can wallpaper really transform a whole room?

I'm debating whether to paint or wallpaper my dining room. It's a fairly standard, rectangular room and currently quite bland with plain off-white walls. I'm wondering if wallpaper could really make a significant difference, or if it's more subtle than people often claim. I've only ever seen wallpaper used on feature walls, or in very traditional settings. Can covering all four walls truly transform the entire atmosphere of a room, or is it better to stick with paint for a more dramatic change?
